The meeting pointed out that General Secretary Xi Jinping attaches great importance to safety work, repeatedly emphasizes it, and has issued a series of important instructions. All regions and departments in the province must firmly establish and practice a correct view of performance, raise political awareness, always keep safety in mind, and with a high sense of political responsibility and practical and effective measures, firmly hold the safety bottom line, ensure the safety of people's lives and property and the overall stability of society, and firmly support the "two establishments" and resolutely achieve the "two safeguards" with concrete and effective results in preventing and resolving safety risks.
The meeting emphasized that we must comprehensively and deeply investigate and rectify prominent hazards in mines, carry out heavy-handed crackdowns on illegal and violative activities, and promote supervision and law enforcement to be tough and long-lasting. We must strengthen the full-chain safety supervision of fireworks and firecrackers in production, operation, transportation, and burning, and ensure the implementation of safety measures in key industries and areas such as road traffic, engineering construction, hazardous chemicals, urban gas, fire protection, and tourism. We must firmly grasp disaster prevention, reduction, and relief, improve the accuracy and effectiveness of weather forecasting and hydrological monitoring and early warning, closely monitor key points such as geological hazard points, large reservoirs and dams, and mountain torrent ditch mouths, enhance urban flood control capacity, and ensure the province safely passes the flood season.
The meeting required adherence to the principles of "party and government sharing responsibility, one post with dual responsibilities, joint management, and accountability for dereliction of duty," tighten and fasten the responsibility chain, scientifically summarize and apply effective and powerful measures, and implement them at the grassroots level. We must strengthen the connection between administrative law enforcement and criminal justice, and between administrative law enforcement and disciplinary inspection, enhance the professionalism and penetration of supervision, and form a strong deterrent to severely punish and correct violations of laws and disciplines. We must continuously improve and optimize the emergency management system, strictly implement the calling mechanism and duty duty system, strengthen vertical and horizontal linkage and departmental coordination, and continuously improve the level of safety prevention and emergency response.
