Liuyang's Dayao Town is the world's largest trading market for fireworks raw and auxiliary materials, accounting for over 70% of national transactions. Shen Xiaoming first visited the Jinshi Storage Service Department and the Dayao Huifeng Fireworks Raw Material Storage Base, checking work records and inquiring about company leasing, registration, risk hazard rectification, and implementation of safety responsibilities. Together with industry experts and regulatory officials, he inspected raw material storage areas, identified risk points, and assigned rectification tasks for problems found. Then, Shen Xiaoming went to Dayao International Fireworks Trade City, entered a raw material store, and learned about sales records and product flows. He urged company heads to always stay vigilant about safety, strictly implement primary safety responsibility, strengthen full-process standardized management, and effectively rectify problems identified. Relevant departments should enhance guidance and supervision, focus on the production, operation, transportation, and discharge of fireworks, build a full-process closed-loop supervision model, and improve the long-term safety mechanism.

During the inspection, Shen Xiaoming emphasized that Hunan province's party committees and governments at all levels must make safety production a key part of learning and education to establish and practice correct performance views, strictly implement the safety production responsibility system, fully implement the requirements of "joint party and government responsibility, one-post dual responsibility, co-management, and accountability for negligence," and unwaveringly coordinate development and safety.
